The resurfacing and patching are part of the wider Highways Maintenance programme, and have been planned by City of York Council highways team to ensure that the road can be repaired safely but minimising the impact of the works on residents and road users. |
| In order for us to do this it will be necessary for the team to operate under a night-time road closure. This means that between 8pm and 6am each week-night from Monday 28 September, the A19 will be closed in both directions from where the Designer Outlet roundabout joins the A19, along the A19 to Skipwith Road in Escrick. A map is available here: https://www.york.gov.uk/news/article/1947/plan-ahead-as-overnight-works-to-start-on-the-a19-south-of-york , showing that the roundabout itself will still be open for travel to the north, east and west. The A19 will be open at weekends and residents immediately affected are being sent a letter to set out their access arrangements.
The works will take place overnight only, and are expected to last up to ten week nights, finishing by 6am on Saturday 10 October. Each morning at 6am the road will reopen to all traffic unless there are exceptional circumstances. Please note that the 42 and 415 bus service between York and Selby will be running as usual and will not be diverted. Buses will be allowed through the road closure, due to there being no suitable alternative route. For all traffic other than buses, a signed diversion will be in place. Due to the capacity the A19 holds for large vehicles, we must offer a diversion able to cope with the size and weight that the road usually carries. This will use the A64 Tadcaster Road (from the Designer Outlet roundabout), A162 through Towton and Sherburn in Elmet bypass, A63 past Selby, rejoining the A19 at Barlby continuing north to Escrick, and vice versa in the other direction. Employees and shoppers leaving the Designer Outlet will be able to use the Designer Outlet roundabout to travel north to York or east and west on the A64. If travelling south, please use the A64 towards Tadcaster to join the diversion. Employees living in the works area will receive a letter setting out their access arrangements. Buses will serve the Designer Outlet as normal. There are no suitable cycle diversions for this section of road, however the B1222 Naburn Lane route will remain accessible and could be used to cycle between York and the A19 south of Escrick. In addition the Solar Way links the centre of Selby to York via an off-road route suitable for cyclists. The works will be carried out by Lane Rentals Services on behalf of the Council. As with all our highway maintenance projects, traffic must adhere to the safety and traffic management rules of the site. This is to ensure that adequate health and safety is maintained for both local residents and the contractor. Emergency services will always be permitted through the works at all times. Any street parking in the working area and within close proximity to the works will be suspended at these times, although any specific access requirements may be arranged by speaking to the site traffic management operatives, who will co-ordinate with residents’ and businesses’ requirements around the ongoing construction operations.
