Car parking charges right to challenge consultation

An independent review of car parking charges has begun (today, Wednesday 17 December 2025) covering Bishopthorpe Road, Micklegate, and The Groves in York.

Traders and residents in these areas have initiated a challenge to parking charges through The Right to Challenge Parking Policies Statutory Guidance under the Traffic Management Act 2004. This follows the authority’s decision to increase charges for the local, council owned, car parking.

Following the receipt of a valid petition, the Council has appointed Arup, a global firm of designers, engineers, and consultants, to take forward the review.

The consultation runs until Monday 2 February 2026. People can respond to the consultation online and via paper copies of the survey which will shortly be available in libraries and local shops in the affected areas.

On completion of the review, the Council will publish the independent review and details of when it will be considered. The outcome of the decision will be published via the council website.

Richard Bickers, Director at Arup, said: “We are asking local residents and businesses to give their views about the impact of the price increase and the actions they think the Council should take going forwards.”

“Once the consultation ends in February, we will be presenting our independent report to the Council so it can make a decision on this issue.”

Garry Taylor, Director of City Development, said: “Whether you’re a local resident, own one of the businesses in these areas, are employed by one, or you visit the shops on a regular basis, its vital you have your say.”
