Going for growth- an ambitious new plan for York is announced
An ambitious new prospectus laying out York’s plans for growth, with innovation, culture and heritage at the heart of it, aims to attract billions in private and public sector investment to deliver more affordable housing and more better paid jobs will be taken to a public meeting for approval next week (4 November).
York’s prospectus builds on the 2032 city plan and focuses on increasing opportunity for York’s residents by unlocking the city’s potential.
The prospectus is designed to attract additional investment into economic and housing growth, tackle inequalities, provide clean energy as well as improve the environment and digital and transport infrastructure.
The prospectus is the first of its kind for the city, providing a practical framework for delivery shaped by local priorities with cross-member support. The prospectus deliberately supports national and regional government missions, with an expectation that as projects are completed new opportunities will be added.
By setting out the key strategic delivery projects on a city scale it aims to attract billions in private and public sector investment. It includes several ambitious projects including major brownfield housing developments that will deliver thousands of much needed affordable homes to the city and improvements to public spaces. It also includes proposals for innovation space and a world leading centre for heritage which leans into the city’s strengths,
Councillor Claire Douglas, Leader of City of York Council said: “This is a hugely ambitious and exciting plan that’s involved significant consultation and collaboration with city partners to determine where investment will make the most difference for York. There is already much to be proud of in our city but this Prospectus provides a step change in approach and sets a vision to go further and faster to make sure everyone feels the benefits of inward investment and economic growth. The council can’t deliver everything the city needs alone, and this Prospectus enables us to start conversations with future investors, ensuring we are ready and know where we want to invest when funding opportunities arise.
“That means, better paid jobs, more affordable housing and better public spaces for people to enjoy. It also means tackling inequalities head on and becoming a fairer, healthier and more sustainable city. We’ve created this pipeline of investible projects with partners and will continue to work with them and York and North Yorkshire Combined Authority to make them a reality.”
Councillor Pete Kilbane, Deputy Leader of City of York Council and Executive Member for the Economy said: “We are lucky to live and work where we do. Just last month we were ranked first in the PwC 2025 Good Growth for Cities Index which praised the quality of life and growth in York.
“Our high streets are busier and more occupied than most across the country. With many exciting developments already underway, including York Central, there is a lot more to look forward to.
“However, we recognise not everyone feels the benefits of this growth, with the cost of housing being a particular issue in York. It is a key focus of this prospectus that this changes. By attracting investment, building more affordable homes, and improving infrastructure and public spaces, our aim is that local residents and businesses will reap the benefits. Plus, with several environmental projects in the prospectus, it will help us in our journey towards a sustainable future.”
